The only thing I can figure is they are trying to create more dem seats in MA. It looks like their population increased by 69K mostly due to immigration so that means, for the most part, they are not citizens yet.

Since the number of House seats are capped another state would have to lose a seat for MA to gain one. They just can't create a new House seat out of thin air.
