If a mentally ill person is a threat to themselves or others they can (and should) be incarecerated. If a mentally ill person is violently dangerous, they should be killed (euthanized.)

Not really what I meant.

I meant to "declare war," or to aggress upon, attack , & make war against a mentally ill person.
