Sure, crime declined in New York City during his tenure, but it was still ridiculously high and consider to still be out of control by many during his watch. Giuliani, in contrast, actually started attack crime in the city during the 1980's, and refocused those effots during his two terms as Mator.

I know you'll disagree, but Giuliani had a greater impact of the decrease in crime in that city than Dinkins ever did...
