I can't believe they didn't have him in leg restraints.

LOL....Back in the 70s when I would take a load of convicts down to MCV hospital in Richmond I'd handcuff and leg chain them together......They would look like some kind of retarded human centipede walking the half-block from where we had to park (next to the Confederate WH) to MCV hospital's security wing.....But hey, that was SOP 'cause we were by ourselves and would usually take six to eight at a time.
