Most mattock handles are too long, and do not come with the leather strap as issued riot batons do (or at least did, back in the day), which helps maintain control of the baton, for effectiveness, and the short length is better for operations in actual riot formations, that are basically only slightly more than shoulder to shoulder and in depth with multiple lines behind the front line. A mattock handle's length would interfere with troops to your right, left or rear.Done correctly it's effective.

They were taught riot control formation, such as eschelon left or right, V formation, defense in depth, and use of the 36" or 42" riot baton in controlling crowd attempting break through the formation line, using the short stroke, long stroke and butt stroke. But law enforcement? Nope. You apparently never had the training, nor the experience of being on civil disturbance duty. I have had both.
