From "the birther report"??
Yes, a pro-constitution website.
Not really. As it makes claims that are factually inaccurate. For example, it relies heavily on Vattels 'Law of Nations', which was first printed in English in 1760. But the 1760 version of Vattel's Law of Nations has no reference to 'natural born citizens'. Not once in the entire book. Here's the passage about 'Natives and Citizens' from Vattel's 1760 English version, printed in London:
Notice the word 'natural born citizen' doesn't appear anywhere. Instead, it refers to 'Indigenes'. Which perfectly matches the original French and means 'indigenous'. Here's the 1783 English edition of Vattel's Law of Nation, this time printed in America:
Again, no mention of natural born citizens. Only 'Indigenes'. Which doesn't mean natural born citizen. The first appearance of the word 'Natural Born Citizen' in Vattel's English translation was in 1797....
§ 212. Citizens and natives.
The citizens are the members of the civil society; bound to this society by certain duties, and subject to its authority, they equally participate in its advantages. The natives, or natural-born citizens, are those born in the country, of parents who are citizens. As the society cannot exist and perpetuate itself otherwise than by the children of the citizens, those children naturally follow the condition of their fathers, and succeed to all their rights.
Vattel's Law of Nation, 1797 English Edition
Two problems with this in terms of defining the term 'natural born citizen' in the Constitution. First, the US Constitution was written in 1787. 1
0 years before the term 'natural born citizen' was ever used in Vattel's Law of Nations. Making it a physical impossibility for the Law of Nations to be the source of the definition of 'natural born citizen' in the constitution....without a Delorian and a flux capacitor. Cause precedes effect. It doesn't follow it by more than a decade.
Second, the word 'indigenes' from the original French still doesn't translate into 'natural born citizen'. Look at the original french and you'll see see the words 'citoyen' clearly written, which means citizen.
The word 'citizen' never appears within indigenes or anywhere particularly close to it. The 1797 translation doesn't match the original text. And its 10 years too late to matter to the US constitution. Making it impossible for Vattel's Law of Nations to be the source of the meaning of 'natural born citizen' in the constitution. Twice.
All of which the Birther Report knows. But really really hopes you don't.
