That is an allegorical concept in Genesis not based on any science. It refers to the soul which is present at conception. It also has nothing to do with the real question. A sperm and egg are both alive. But they are not a person. When they unite the person is being created but not yet complete. So when is fetus a person ? When it can live independently? Or when we decide a fetus has a right to exist. It really isnt the question. There has to be valid reason for an abortion made by the individuals involved not by some religious beliefs. Even after birth the infant has no awareness its an individual for 6 months it lives as part of the mothers psychology as one person.

Likely most liberal cities, people are having their chai-kale lattes and avocado toast while they go to their cushy office job, and then Pilates after work, where in Republican cities, people are going out and doing manual labor, and hard work, and they probably eat bacon and eggs, and steaks and potatoes.
