Congress...why no budget?

Looks like the budget will have such a staggering deficit that Congress has decided not to debate the budget before the November elections...which incidentally is a month AFTER the new fiscal year begins.

Why are they so afraid?

Here's a theory:

Tax receipts are so far below projections, they want to avoid having to deal with the worsening deficit. They'll still spend money without a budget.

Everyday that passes I see more proof that these people in Washington D.C. totally f'd up. I for one am hoping someone with some brains starts being a leader in that town and pulls their 'chit' together again. So far I don't see that many possibilities which could put nails in the coffins of a lot of Americans.
