It's been clear for some time that FBI agents were furious about the move not to indict Shrillary. And discovering the payoff to the lead investigator only made it worse. So, if he wanted to keep the agency intact, he had no other choice but to ignore Lynch and go ahead. I'll bet he announced it more to please his agents than to affect the election.
