You are right, they are test firing missiles. Only thing is though, it wouldn't take much to fit a nuke in the nose of one of them if they so decided.

So yeah, they are firing missiles, but those missiles are capable of hitting here, and they can be fitted with nukes. It's only a matter of time before N. Korea has an ICBM with a nuke payload. But, they have to get the missiles firing reliably first.
