1) attack the police to the point the officers do not want to risk their jobs, their pensions or their freedom in order to do proactive police work, the type of police work that stops these killers before they can kill...

2) the revolving door policy for violent gun offenders releases the guys who are doing the shooting, over and over again. Why would you testify against a guy who is out on bail the next day or week after he is arrested....?
