Which is why the villain's were trying to convince Pence that he could legally object to a State's EC electors regardless of how each chamber voted on the objections raised. Each state has procedures written in their election laws to deal with such allegations. Unless you think the Feds should run the Presidential elections every four years instead of the States. I think you will need to modify the Constitution if you want the Fed to run them.
