no it doesn't affect everyone.... Most citizens do NOT own any stocks, subject to the capital gains tax...

The majority of citizens who do own stocks, the stocks are in their work 401k, and your 401k is not subject to capital gains tax, your gains are taxed at the same tax rate as your income is taxed.

Most citizens may not, but many many do...and there are changes coming here on the sale of homes too
