I am not referring to 1040 EZ filers or even basic 1040 filers.Most Americans have very simple taxes. There’s nothing really to audit and no need to hire anyone even if they’re audited which is already highly unlikely.

Yes, "over the next decade" is an important factor in this. I agree with you there. Im not sure that it matters enough though. Even over a decade, that is too much hiring of extra IRS agents and staff. Its a militant way of getting more money out of our economy. There are much better solutions than that and better ways of spending the money. Or how about this, we dont spend it at all? The middle class is audited far more often than the wealthy.One of my sisters was an auditor for the IRS for about 25 years. And I can assure you that the IRS did indeed "go after the 'small taxpayers'" It was only after at few years that she was switched to "corporate auditing" and she went after wealthy taxpayers 'corporations'. And she nearly paid for that with her life.
