This storm caused two events. The coastal damage was from high winds and storm surge, relatively predictable...those areas received evacuation warnings. Houston's flooding is what is described by local authorities as a rain event, a 500 year flood...the scope of which is much harder to predict.

The flooding and power outages will be a huge issue for some time, imho. Sewers will overflow, drinking water will be contaminated, no refrigeration. No services until the flood waters recede.

I'm not sure what you mean by 'no more than 10-15 near Rockport'. Rockport is right on the coast - could they have meant storm surge?...which is measured in feet. They've been broadcasting for days that this storm may bring 30+ inches of rain.

Storm surge and flooding from rain are not the same. Storm surge is saltwater pushed on land by the wind, it begins to subside when the winds die. Flooding from rainfall will continue even after the rain stops. A degraded hurricane or tropical system when stalled can dump much more rain than a fast moving full fledged hurricane.
