Will the US pay for this? Should the tens of thousands to rescue done more to "help themselves"?

Yes, we will pay for it. Even those along the coast who ignored warnings will receive help, rescue if needed, just not during the height of the storm.
This storm caused two events. The coastal damage was from high winds and storm surge, relatively predictable...those areas received evacuation warnings. Houston's flooding is what is described by local authorities as a rain event, a 500 year flood...the scope of which is much harder to predict.
The flooding and power outages will be a huge issue for some time, imho. Sewers will overflow, drinking water will be contaminated, no refrigeration. No services until the flood waters recede.
