Then maybe what we should try is Mitt Romney's idea. He wanted to eliminate the taxes companies have to pay to bring overseas profits to the US. One benefit of producing overseas is that you don't have to pay US taxes there. It may encourage some companies to produce more over here since the tax would no longer be a consideration.
