Look at the very public assaults on the congesscritters and prosecutors he doesn't like. Every one of them has been accompanied by press releases containing prejudicial material damaging to the subject, who will likely be exonerated but who's reputation is damaged by the investigation, which seems to be the whole point, BTW.
