Can anyone explain to me why Venezuela is a war crime?

You all know by now I an no fan of Trump. Being a little better than Kamala and Biden is nothing to brag about when we continue to have the same systemic spending, debt and theft of our Liberty problems

That said, I need someone on either side if the aisle to explain why bombing Miami Vice Speedboats is a "war crime" but supporting carpet bombing civilians in Gaza and Ukraine's strikes into Russia aren't.

Venezuela is a terror state that uses drug money to support worldwide terror and destabilize Central and South America. China and Cuba are allies. They sent criminals gangs mental patients to America by the thousands. Over 100,000 Americans are dead thanks to their efforts. This is an attack on America and we have not only the right but the obligation to respond with deadly force.

Protocol Additional (I) to the Geneva Conventions (1977, supplementing the 1949 conventions) defines “shipwrecked” clearly: “persons, whether military or civilian, who are in peril at sea or in other waters as a result of misfortune affecting them or the vessel or aircraft carrying them and who refrain from any act of hostility.”

It's also bullshit in several other contexts
Specifically (under section 3.2.1 “Assistance to Persons, Ships, and Aircraft in Distress”(navy law)) it notes that, to the extent that it can be done “without serious danger to his ship or crew,” a commanding officer “shall proceed with all possible speed to the rescue of persons in distress.”
