That's one of the economically illiterate aspects of Trump's "Surprise! Tariffs!". It takes time for alternatives to be brought to market, whether by domestic producers or foreign producers with lower tariffs.
Which then creates another unforced error, when the wind changes direction and Trump ends the tariffs. The producers scrambling to get their alternatives to market (at the newer, inflated prices, thanks to artificial inflation of their competitors' prices) will be left holding an empty bag, when the economically illiterate President deletes the tariffs on a whim.
And the ones who do get their alternative goods to market, as mentioned above, will be able to gouge the consumer. Why continue to sell your product for a dollar, when your competitor has to charge $1.50? Just sell your product for $1.30 and tell everyone what a good deal they are getting.
