Wearing a hat is not distributing anything. It goes on to state that you also cannot hand out material or hang posters. Read and learn.

At least in Mont Co Md there are solicitation messages within 50 feet of the main entrance. 500 feet in most instances would mean the people and their signs are off the property and in someone’s yard
