I don't know if it's a crime, but I do know cops are not supposed to shoot fleeing people. They do it often, but there is no reason to and it's wrong for them to do it.

There was no crime that they were able to detain her for. Regardless, fleeing isnt punishable by death. See the 5th Amendment.
