2) the persons might not be in the chain of command thus agreed upon by other Iranian officials
3) we might be giving them opportunity to get more weapons from China and elsewhere.

Iran leadership structure is very disparate.

As for opportunity to get weapons... They will always have that unless US goes into Iran and removes the whole leadership structure, good luck with that... The Iranian military have 21 different leaders all with the ability to bomb the strait using their cheap but effective drones...

Iran is the one that closed the strait...

US is unable to open the strait to be safe enough for insurance companies to allow commercial ships to pass...

The strait is 250km long and only 12km wide (navigable) for much of it.
