No, that is not what they actually said. They said that the district judge needs to "clarify" his order being mindful of presidential authority. The US government needs to confirm if El Salvador has any reason to imprison Garcia. So "facilitate" his return unless there are reasons not to, is how I read the USSC order. Not a slam-dunk either way.
