Having Executive Orders overruled by the SCOTUS is not a criminal offense, hence, not related to corruption. Poor and or foolish decisions, purposeful intent to test he SCOTUS, but not criminal. Much more will have to be considered and attributed to Obama to get past Nixon or Reagan in the realm of corruption.
