Correct. He's an Article III judge confirmed by the Senate, whereas an Immigration Judge is no a Senate confirmable judge, they are employees of the DOJ. In otherwords employees of the Executive Branch under the President and Attorney General, Immigration Judges are not part of the Judicial Branch.
