Well he did win by a great amount electoral votes wise. So it's no surprise that more money would go to places that he won in since there's more area that he won in than McCain.

Also, cities need the federal aid more then rural areas and Obama won urban areas by a good margin. This is not a conspiracy, it's called common sense.
