depending on where they are it wont effect them at all,, most batteries charge to full capacity in 4-6 hrs,,One also has to wonder how less sunlight will affect all those that have invested in solar panels.

The smart thing to do would be to have alternative sources of power just in case. A generator loaded with propane, and a supply of propane in a safe place on hand for the house, and, one for the well house if rural.One also has to wonder how less sunlight will affect all those that have invested in solar panels.
I think that is a last resort solution. Almost certainly some unforeseen results.
