Everything I highlighted that you posted is incorrect.

Congress cannot grant immunity for anything. Congress cannot waive HIPAA. Only a court can order it. The 5th Amendment does apply even though he has not been charged with anything because what he says could result in his being charged.

Some of the questions he refused to answer had nothing to do with Biden’s medical records. At least one was something on the order of “did you ever notice symptoms of lack of mental acuity”. Or it might have been “did you notify anyone of Biden’s lack of mental acuity”. I only heard the question once and wasn’t paying a lot of attention to the wording.

That is 5th Amendment territory. It was patently stupid to expect him to roll over on himself and anyone else because they cannot force him to incriminate himself.

The fifth applies to anyone giving compelled testimony. It doesn’t matter if he’s actually done anything that he can be charged for.

Congress can’t waive HIPAA. I guess they could repeal it, but that’s not going to happen.

Immunity could be granted but it would have to be accepted by him as well, which he doesn’t seem likely to do.
