No. It’s because mire and mire cities and states are not reporting or are underreporting crime in their jurisdiction.
Or just not arresting them to be turned loose with no bail to commit the same crimes again. Even Denny's has had enough in SF and they've closed their last SF restaurant citing excessive crime.
