That's pretty much it.

It won't ever happen but it serves two purposes. 1 the white house can say "we tried to help the seniors but the republicans said screw old people because they hate old people and protecting our future because they hate democracy, unlike us." And 2 it gives Biden something to use as he tries to run for president again.
