I've never heard of a preemptive pardon. That is, pardoning someone for crimes he hasn't officially been charged with -- yet. Is that even legal? I'm hoping the Pam Bondi says NO.

Yes it is legal and it is a done deal. Pam Bondi or anybody else cannot override it even if Hunter committed first degree murder or treason or other equally heinous crimes. It applies to federal crimes only though. The President has no power to pardon somebody who broke a state law and has been charged by state officials.
