I would think at least periodic appearances to calls with 50 state governors - a practice that has occurred throughout the pandemic - would be in order. It’s not about power but collaboration. Especially since we are not out of this pandemic yet.

Biden cannot be put into a situation where he doesn't have a script to recite, and where he might be asked a question he hasn't been given an answer to.
