It would be a violation of the 14th Amendment for the government to not pay our debt for any reason. The debt ceiling should be deemed unconstitutional and the debt ceiling should equal the debt authorized by law, including......Congress decides taxes and expenditures. The House decides all expenditures. The entire House is up for election every two years. The power is in the hands of the people.
