It says a lot of things. It's an article that assumes the reader already knows nearly all the oil sold in the world is done on the open market. In other words you don't call up Saudi and order a million barrels, you go to the NYMEX and buy petroleum futures. Likewise an oil producer has little say over where their oil goes after it is delivered to the depot or tanker. It's all set up to keep nationalism out of the way of energy production.
