Perhaps. But our system doesn't do a very good job identifying those with mental illness and treating them.

A prisoner could kill someone with a stone, a ballpoint pen, a belt or piece of string, or his bare hands.
Yes, they could, which is why contraband weapons should be controlled.
The problem here is that our prisons are woefully overcrowded and understaffed. So we shouldn't be that surprised when a guard or another inmate is killed by a prisoner.
Of course, 72% of prisoners in the Federal system are spending time for non-violent offenses.
