They didn't give the executive the broad power to impose tariff on his will alone. Only under certain conditions can the executive impose tariffs under that statute. Of course if the lapdog Neo-GOP doesn't check his power he will likely continue it until either the courts stop him or the people elect representatives who do not support Kings or Dictators in the White House.
