So let's look at that. We've decided we aren't going to let poor people die in the streets, so we require hospitals to treat them. We don't compensate the hospitals, so they pass the expense on to the rest of us.

Simple enough solution. Set up a fund to compensate hospitals for poor people who skip their bills.

Of course, this is a non-crisis. Of the 2.4 TRILLION we spend on health coverage, only 48 Billion on Emergency Room treatment. Or about 2% of all health care spending.
