What seems to be happening over and over is that police become enraged whenever a civilian offers "resistance", which can be as simple as questioning what the police are doing, or why they are being arrested, and they just start shooting.
The cop was shooting at that man as he ran away. Take their guns away, and stop sending armed cops out on petty shit.

They responded by giving him a sobriety test which he failed and would have spent a few hours MAX in detox at the jail and more than likely released.
