And prisons, while known for their rigid routines, are more like an ongoing ceasefire between staff and prisoners. This is from correctional officers themselves. Exerting too much control and having too much stick and not enough carrot has been cited as the largest contributing cause to riots.

So you really have no basis by which to say that prisoners don't have a code system to communicate non verbally in prisons. In fact, you look mighty silly making that argument.
