Many DEI students are directed to the easier public service courses. Not a problem as those positions need to be filled by someone. If they can do the job and are satisfied with the pay, win/win.

They also are provided tutors by the university free-of-charge to help them keep up with students admitted due to their academic qualifications.

The last thing a university wants is for a high percentage of their DEI admits to flunk out.
