Leaving a duty weapon unattended in a public area is a major incident in most departmentsOr it was a minor incident.
Holy crap, I just looked up a report the Capital Police had three incidents of officers leaving duty guns in public bathrooms in 2015. The only incident leaked sounds like Byrd, a child found his gun stuffed into a tissue dispenser in a stall. The officer got a whole three day suspension. Then the article quotes the the Capital Police saying that the incident was an internal matter and not subject to public release. Not that they were sorry about the incident, or that they were concerned and changing their procedures. Just a “go away this is none of your business”. It also says “the Capital Police have no responsibility to report to report “unsecured or unattended guns”. The new Chief of the Capital Police testified before congress that the new punishment would be increased to a minimum thirty day unpaid suspension for a first incident and penalties up to and including termination for subsequent incidents.Or it was a minor incident.

If you look at the old culture, you can clearly see how Byrd wasn’t disciplined for shooting Babbit. There was no meaningful accountability for officer misconduct. That’s why I never trusted the Capital Police “investigation” into the shooting. There was no transparency or oversight by an independent agency.
Other departments don’t investigate their own shootings. For instance the LAPD turns the matter over to the LA County District Attorney for independent investigation.
The State Office of Special Investigations investigates NYPD officer involved shootings.
At best self-investigation looks self-serving, at worst it is corruption. Remember the old saying “power corrupts, absolute power corrupts absolutely”. The Capital Police have no independent oversight.
What amuses me is the same people who will find the murder of unarmed blacks in non-threatening situations, are outraged this white woman was shot by a black officer.
