Only if the president pardons BEFORE they are prosecuted. Again, it would be foolish for a president to make the proclamation because it would cost him a lot of support. Better to just do what most presidents do and issue thousands on the last day in office so no one complains.The power to pardon can apply to any prior act, and does not have to be indicted, tried or sentenced. Many presidents, including Trump in his first term, pardoned people before conviction and sentencing.
Therefore it is not false to say there would be no repercussions since they can be pardoned for their actions without having faced any repercussions.
