No, since about the late 1960's, everybody's feelings are the property of the progressive thought police. They know what you're thinking and what you're feeling even if you don't. So you better watch out! Thought crimes are intolerable. Just ask any asshole parading around the web under the guise of "liberal" or "progressive". They'll tell you.

Feelings are personal property.
A person has the right to tell another how they feel, but they do not have the right to expect another to change their behavior based on how they feel.
Many marriages would last alot longer if both parties agreed to this.

If someone injures your feelings then, can they be persecuted for injuring your property?

Why not? You could provide witnesses to a jury.

We can affect how others feel, but ultimately the individual themself is responsible for their own feelings.

Who would be an eye witness account to your "feelings"?

Even children?

And how is one responsible for their feelings? How they act on them I can see but the actual feeling itself, no.

Most importantly children! How else is delayed gratification, self-control, etc., taught?

Delayed gratification and self-control are blasphemy to a lib.

How the Hell could the masses stay dependent if the possessed those qualities.

Responsible for how the act on them. But not the feelings themselves.
