But Biden has used the power in the broadest and most untested way possible: to pardon those who have not even been investigated yet. And with the acceptance comes a tacit admission of guilt or wrongdoing, even though those who have been pardoned have not been formally accused of any crimes."

/----/ I think Trump's DOJ will see if these pardons pass muster. Even if they do, they all can be called to Congress to testify under oath. If they perjure themselves, the pardon won't help them

Trump’s DoJ has no authority to overrule Biden’s exercise of constitutional power.
 
If Biden can pardon those people then Trump can pardon himself.
 
Trump is attacking anyone who ever testified against him

Biden is just protecting them from retribution
Innocent people do not need preemptive pardons. Anyone that accepts these is admitting their guilt.
