Of course this then assumes they are all criminals that required pardons. And then they will be forever known as the criminal that had to be pardoned by Trump.

In another three years, a newly elected Democratic President, and a new Attorney General, who will appoint a new federal prosecutor in Minnesota, will open a new investigation into the murderer, and terrorist Jonathan Ross. Whether or not Trump pardons him will have no bearing on the result of that investigation, and it will become part of the permanent record in criminal files of the DOJ. Then it becomes public record, and we will all have it. Which will then aid Minnesota state officials, and civil litigation attorneys with the information they need to make Jonathan Ross' life a living hell for the rest of his life.

Since President Trump has had a first hand view of the insane level of partisan political lawfare from the left, the real question is “why wouldn’t he pre-pardon all of his staff before he leaves?” And why shouldn’t he?

However if the Democrats kick ass and get a total majority They might be able to change the laws to pardoning only those who have been convicted. We'll just have to wait and see.

Well in the 50's after Roosevelt the Republicans got a law passed that limited presidents too only two consecutive terms and certainly want to change it now. Of course the Democrats may not change it. It's a wait and see thing.

There is no push from the Republican side to change the number of terms a president can serve. TRUMP! might say he wants it, but the party does not. It will go nowhere.
