True, but you have to have an offense for someone to be pardoned. How do you determine who has committed an offense? Also, are pardons able to be open ended to cover any and all crimes someone may or may not have committed?

The Nixon pardon was for any and all known and unknown, that he committed or may have committed.

Yes he did. There are more than a few examples, but one comes to mind is Steve Bannon who was pending trial and not convicted.

He was not pardoned for personal crimes. He was pardoned for crimes against the United States. Murder is an against an individual. There is a difference.

That's correct. The Nixon excuse is WEAK defending these GRANTS OF IMMUNITY.
