If you use large or clustered fireworks for ammo, making a mortar is easy. A wimpy one could be made of a cardboard tube reinforced with some shellac. Or you can make one out of a capped pipe.

The problem with all these nightly riots is that the police are trying to outlast the rioters. Just hang on until they give up. That's never going to happen. Unless some law enforcement gets pro active and goes on the offensive these riots will go on until the city is a hulking ruin and the riot moved on to another city.
