I have never heard of it before. Using rockets to attack and destroy civilian craft in international waters, never stopping them, as in "Blow them to smithereens" and answer no questions later, is definitely a Trump thing.

You can try and dismiss the truth as much as you want by characterizing a boat by using the term "civilian". It's not the boat's fault, but rather the people using the boat and their intent. Anything civilian can be used to conduct crime.
