Your statement was ambiguous. I took it to mean the jobs were to be cut in November.The job cuts haven't been made only announced, so no they're not factored in.

And yet, the unemployment rate has not changed, and is still 3.7%.
The number of people employed still haasn't reached the pre-pandemic Trump economy level
Labor participation rate is still ~ 1% below that point in time
People are still returning to work after the lockdowns and with weak wage growth and high prices from inflation, people taking on 3rd and 4th jobs to make ends meet.

It will likely never get back to that point, more people have retired and there are less two income families as more parents are choosing to stay home vice working.
The percent of people holding multiple jobs is well below what it was during the Trump years.
