All of this means nothing unless what he defines what he mans by war. Does he mean any military taken without prior Congressional approval? Is he really that desperate to get some face time on TV?

The issue of what the President's authority to wage whatever Paul means when he says war was settled long ago with the War Powers Act of 1973, which allows the President to take pretty much any military actions he wants without telling Congress about it for 48 hours and to continue that action without Congress' approval for 90.
